``BE PREPARED for high taxes,'' advised the Prime Minister, on the devastation in Gujarat. We are not thinking of a fresh surcharge, assured the Finance Minister. But within 48 hours of the assurance, the Government decided to double the surcharge on per sonal income-tax and corporate tax. This is expected to fetch Rs 1,300 crore.

AS EXPECTED THE Enron-promoted Dabhol Power Company has invoked the Central counter-guarantee. The Maharashtra State Electricity Board has for quite some time has been behind schedule in settling its monthly commitments to DPC. In the circumstances, the latest delay in settling the bill for November 2000 prompted DPC to push the button as envisaged by the contractual arrangement among the three parties -- Enron, the Maharashtra Government and the Centre.
