Public views sought on AAI, port trust Bills

NEW DELHI, Jan. 28

THE Parliamentary Standing Committee on Transport and Tourism has invited written suggestions, views, comments of individuals, institutions and organisations on the Airports Authority of India (Amendment) Bill, 2000 and Major Port Trusts (Amendment) Bill 2000.

In a statement, the committee has said that this is being done in view of the fact that some provisions of the Bills may affect national security, interest of the employees and private agencies engaged in the civil aviation sector and port activities.

In order to speed up airport infrastructure development, improve managerial efficiency, increase local responsiveness and improve service levels, the Government decided to undertake the restructuring of AAI through a long-term lease.

This will enable AAI, with the prior approval of the Central Government, to lease airports' premises to private investors as well as the State Government to assign the required functions to such lessees. To achieve this, the Government proposed certain amendments and introduced the Airports Authority of India (Amendment) Bill 2000.

Similarly, the Major Port Trusts (Amendment) Bill, 2001 seeks structural reorganisation of the major ports through corporatisation to provide the necessary independence of authority and decision making, encourage private investments, execute projects speedily and manage operations with professional finesse.

To achieve these objectives, the Government decided to amend the Major Port Trusts Act, 1963 for vesting undertaking of the major ports in successor companies.
