TRAI asks cell operators to cut roaming charges

NEW DELHI, Jan. 30

THE Telecom Regulatory Authority of India (TRAI) has directed cellular operators to reduce the charges for national/region roaming.

The authority has ruled that there shall be no entry fee for roaming. Further, a maximum limit of Rs 100 has been specified towards monthly rental for national/regional roaming. The airtime charge has been reduced to a maximum of Rs 3 per minute from March 1, 2002. A maximum surcharge of up to 15 per cent has been allowed, but this surcharge can be applied on the airtime component i.e. the surcharge cannot be applied to the PSTN (public switch telecom network) component.

In general, roaming attracts two charges; a fixed charge for access to the facility and variable charges that depend on usage. The fixed charge can comprise an entry fee and a monthly rental.

In addition, the subscriber is also required to pay an airtime charge and the applicable fixed network charge as well as a surcharge of up to 15 per cent on total billed amount for the call. While the prevailing monthly rental for roaming shows some variation, an airtime rate of Rs 10 per minute is the most commonly charged by service providers. The TRAI ruling does not change the existing regime for international roaming.
