SSI SSIs to get MDA support for bar-coding registration Our Bureau
KOLKATA, Feb. 7 THE scheme for Market Development Assistance (MDA), particularly for SSI exporters (SSI-MDA), will now include financial assistance for registration for bar-coding. The office of the Development Commissioner (SSI), Ministry of Small-Scale Industries, has already notified a financial assistance scheme for registered SSIs for adoption of International Numbering Standards in bar-coding and e-commerce applications. The scheme is made available for SSIs on a first-come, first-served basis, and is meant for a limited period - from January 1 to March 31, till the apportioned funds are exhausted. The Government has included a provision for financial assistance to SSI units, for adopting bar-coding, in the MDA scheme for SSI exporters, which came into effect from August 30, 2001. As per the new component added, assistance is available to the tune of 75 per cent of one-time registration fee required to be paid by SSIs to EAN India, the designated organisation under the Ministry of Commerce, for adoption of bar-coding. EAN India charges a one-time registration fee of Rs 15,000 from an SSI unit and Rs 10,000 from a tiny unit. In addition, Rs 3,000 is charged by EAN as annual renewal fee from all units. The first step for adoption of bar-coding requires applying to EAN India for an EAN Number to enable universal identification of the products worldwide for use with the bar code printed/labelled on the product package/consignment. SSIs intending to export exclusively to the US and Canada, however, need to use only a UPC (Universal Product Code) number, which would be allocated by EAN India. This number, according to EAN India sources, would be valid for exports to European countries also. After getting the EAN Number, the SSI/tiny sector unit concerned is required to apply to the DC (SSI) in the stipulated format for reimbursement of 75 per cent of the one-time fee paid. The Export Promotion and Marketing Division of the office of the DC (SSI) is in charge of the implementation of the scheme. Besides bar-coding registration, the MDA Scheme now offers funding for participation in overseas fairs/exhibitions, individual overseas study tours, or tours of individuals as members of trade delegation going overseas, production of publicity material for overseas publicity, sector specific market studies by industry associations/EPCs and FIEO and initiating/contesting anti- dumping cases by SSI associations.
