Ministry mulls licensing of unviable branch lines

NEW DELHI: THE Railway Ministry is planning to license out close to 10 loss-making uneconomic branch lines to private operators who will operate services on these lines. The Indian Railways will, however, continue to be the owner of this asset, the Railway Minister, Mr Nitish Kumar, said.

The Indian Railways have taken a cue from Bangladesh to license out uneconomic branch lines as the objective is to minimise losses.

With the Ministry looking at different models for licensing out such unremunerative branch lines, a concessionaire agreement is set to be in place with the operator.

The options being looked into include the special purpose vehicle (SPV) route as in the Pipavav model. Officials said that PSUs such as the Konkan Railway Corporation (KRC) may be roped in to operate services on uneconomic branch lines.
