Exports & Imports Dumping probe on acyclic alcohols Our Bureau
NEW DELHI, Feb. 8 THE Designated Authority in the Commerce Ministry has initiated anti-dumping investigation into the import of certain types of acyclic alcohols from Singapore, Brazil, Romania, Malaysia and South Africa. In an initiation notification, the authority said that in the petition filed by National Organic Chemicals Industries Ltd (Nocil), Mumbai and Andhra Petrochemicals Ltd, Hyderabad, the products include acyclic alcohols - and their halogenated, sulphonated, nitrated or nitrosated derivatives - such as normal butanol or n-butyl alcohol, 2-ethyl hexaonol, iso butanol, sabutol, hexaonol, haptaonal, octanol and iso octanol, nonanol and iso nonanol, decanol and iso decanol and mixtures of these. All these acyclic alcohols are produced from common raw material - olefins - and are utilised for similar end use, largely in the production of plasticisers. The most important use for these alcohols is in forming esters (such as phthalates) for plasticising vinyl and other resins - they are used as solvents. The authority said that the petitioners had furnished the data published by DGCI&S about imports of acyclic alcohols from subject countries to determine the export price of the subject goods. There is sufficient evidence that normal value of the subject goods in the exporting countries is significantly higher than the net export price, indicating that the subject goods are being dumped by exporters. Parameters pertaining to injury, such as price undercutting, price suppression and suffering of financial losses show that the domestic industry has suffered material injury on account of dumping. The period of investigation is April 1, 2000 to June 30, 2001.
