Consensus needed for reform-linked aid to States
During the preliminary general Budget discussion in Parliament, even allies of the Government had sought roll back of these drafts on people with the Opposition training its guns on the Treasury benches. If this is the response to the reforms by resp onsible political parties, how can Centre go about effecting root-and-branch reforms in areas such as power, urban infrastructure and transportation.
