TN Govt sets up 5-member panel for tax reforms

CHENNAI, June 6

THE Tamil Nadu Government has constituted a five-member tax reforms and revenue augmentation commission in line with the announcement made in the Budget for 2002-03.

According to the Government Order dated June 4, the commission will be headed by the economist, Dr Raja J.Chelliah.

The commission's terms of reference include studying the State's tax structure and the major taxes such as commercial tax, excise duties, stamp duties, land revenue and registration fees, and tax on motor vehicles, electricity and agricultural income. It will also look into the taxation and collection procedures, suggest measures to improve compliance through simplification and transparency. The administrative structure of the departments concerned will also be scrutinised to enable modernisation. The commission is also expected to suggest changes in appellate procedures to expedite revenue realisation, widen tax base, measures to prevent tax avoidance and evasion, mobilise resources for schemes through extra-budgetary means and enhance tax revenues by collecting user charges and other means.

The commission's tenure will be for six months and its recommendations will be in time for the formulation of tax policies for 2003-04, the order said.

Mr S. Savarkar, a former IAS officer, will be the Member Secretary. The members are Mr C. Ramachandran, Member, State Planning Commission, Mr C.N. Gangadharan, Chartered Accountant, and the Special Commissioner and Commissioner of Commercial Taxes will be the ex-officio member.

The Secretaries for Finance and Commercial Taxes, and the Inspector-General of Registration will attend the meetings.
