Karnataka Govt computerises over 17 million land records

BANGALORE, July 18

HANDWRITTEN agricultural land records or the record of rights and tenancy cultivation certificates (RTCs) are no longer valid in Karnataka.

A recent amendment made to the Karnataka Land Revenue Act 1964 by the State Government recognises only the computerised land records and RTCs. The State Government has gazetted the notification in this regard and the amended Karnataka Land Revenue (Amendment) Rules, 2002 has come into force from June 13.

The development comes close on the heels of the Revenue Department computerising land records in the State under the e-governance initiative— Bhoomi.

"Computerisation of land records in all the 177 taluks have been completed and farmers are being issued the computerised RTCs for a mere Rs 15," said Mr Rajeev Chawla, Additional Secretary, Revenue Department. "This recent amendment means the handwritten records are no longer valid," he added.

Karnataka is the first State to computerise about 17-million-odd land records. Through Bhoomi, the State Government aims to empower the farmers, for whom RTCs are vital as they are required to establish land ownership, to record succession of ownership, for crop details and to obtain bank loans. About 6.7 million farmers would be benefited through this scheme. The State has spent about Rs 18 crore for this project and expects to get the returns over one-and-half years.

"We have already collected some Rs 6 crore till now," said Mr Chawla adding that about six lakh farmers have already availed of their computerised records in last one month. The project ensures quick availability of land records but also provides for changes to the records.

For the administration, it ensures easy maintenance and updating and helps towards creating a tamper-proof land records database to reduce litigation and social tension.
