No consensus over cable regulation Bill

THE Government's efforts to evolve a consensus on the Bill paving the way for a conditional access system (CAS) did not make much of headway, with Opposition parties like the Congress and the Left continuing to oppose it.
The Information and Broadcasting Minister, Ms Sushma Swaraj, has been in talks with various members from the Opposition today in an attempt to build a consensus. According to Government sources, the Bill is unlikely to come up for consideration this week and may be listed only next week.
The Cable Television Networks (Regulation) Amendment Bill 2002, was cleared by the Lok Sabha but is pending before the Rajya Sabha. The Bill was slated to be tabled last week in the Rajya Sabha, but was taken off the list due to lack of unanimity.
Meanwhile, the Information and Broadcasting Minister, Ms Sushma Swaraj, in a statement warned the cable operators against using pressure tactics and said, "No external pressure can or should influence the legislative procedure of business."
On the issue of cable operators reportedly threatening to black out MPs opposing the Bill, she said this was an unfortunate development.
