APERC to hold public hearing on purchase pacts

THE Andhra Pradesh Electricity Regulatory Commission (APERC) would be holding a public hearing on December 19 on the power purchase agreements (PPAs) between the Transmission Corporation of Andhra Pradesh ( APTransco) and four gas-based independent power projects (IPPs) in the State.

The four PPAs submitted by APTransco to APERC for consent pertains to the 370 MW Vemagiri Power Generation Ltd, 445 MW Konaseema EPS Oakwell Power Ltd, 220 MW extension project of GVK Industries Ltd and 464 MW Gautami Power Private Ltd.

Apart from the four projects, APERC will also hear objections and suggestions, if any, with regard to the request of the National Thermal Power Corporation for providing escrow coverage on par with the IPPs as APTransco "is not clearing its bills regularly".

Disclosing this to newspersons here on Thursday, the APERC Secretary, Mr T.B. Narasimha Rao, stated that the Commission had, so far, received 11 major objections to the PPAs of the four IPPs from individuals and organisations including political parties, Members of the Legislative Assembly, employees associations and NGOs.

Two of the grievances were that the State Government and APTransco have given undue favours to the IPPS and permitted them to change the capacity of the project, fuel and gave extension irrespective of original terms and conditions.
