Cabinet reshuffles

This is with reference to the article "Better governance: Reshuffles no answer" (Business Line, December 16). Cabinets should be reshuffled only to identify talent and increase dynamism. However, it has now become the practice to drop ministers even before they have settled down in their posts. Also, no one knows why he or she was dropped. If the Ministers are corrupt, is it not the duty of the Chief Minister to let the people know? Further, it will also prevent others from following suit, and improve the image of the Chief Minister.
