United Telecom bags mandate for e-Seva

The State Government has taken up the pilot e-Seva project to provide citizen services with a single point interface wherein about 30 Government services, including bill payment, are offered at one place.

HYDERABAD, Feb. 21

UNITED Telecom Ltd, the Bangalore-based technology solutions provider, which is associated with several State governments in their e-governance initiatives, has bagged the Andhra Pradesh Government mandate for e-Seva project.

The Information Technology and Communications Department, which is in the process of implementing this e-Seva citizen centric services programme in about 117 municipalities across the State, has awarded a Letter of Intent (LoI) to UTL for implementing e-Seva project in zone two covering east and west Godavari and Krishna districts.

The scope of the project, according to Government sources includes, building the network, supplying the hardware and software and implementing the application, and thereafter integration with the department databases.

To be covered under the BOO (build, own and operate) model, the project also covers the important aspect of training as also running the service for a period of five years.

The State Government has taken up the pilot e-Seva project to provide citizen services with a single point interface wherein about 30 Government services, including bill payment, are offered at one place.

This was initially termed as TWINS project and was awarded to a consortium of companies including Ram Informatics and CMS Systems Ltd. This pilot was later broad based and covered about 24 centres in Hyderabad and Secunderabad.

Unite Telecom had developed APSWAN (Andhra Pradesh State Wide Area Network) project for the State Government under the BOO model. The State Wide Area Network links all the district headquarters of the State with the State Secretariat through a 2 MBPS leased line of Bharat Sanchar Nigam Ltd. A similar project has been undertaken for the Gujarat Government for its State-wide network.

This Rs 25-crore APSWAN network is used for voice, data and video applications. The network is being operated and maintained by UTL and is extensively used by the Chief Minister, Mr N. Chandrababu Naidu, and his Cabinet colleagues, for video conferencing facility with district collectors.

UTL has also worked on the OLTP (online transaction processing system) project that seeks to integrate citizen services through multiple kiosks at villages. The pilot project at Bhongir mandal in the Nalgonda district, has been completed and effort is on to replicate this in all the 1100 mandals in the State.
