Green tax

The decision of the Tamil Nadu Government to levy a "green tax" is irrational and unwarranted. The State says vehicles will come under the purview of the green tax net 15 years after registration, and that the maxim behind the tax is "the polluter has to pay". Conversely, the government insists that all the vehicles should conform to the pollution norms fixed by the Tamil Nadu Pollution Control Board. This means that the vehicle-owners have to pay the green tax even when they maintain their vehicles pollution-free. Is it rational to impose the green tax on the vehicles which conform to the TNPCB norms?

The government should also understand that the major contributors to pollution in the cities are the poorly maintained state transport buses. Will the government dare to order that all the state transport buses should conform to the TNPCB norms?
