Oil prices

Following the war in Iraq the crude petroleum price fell by $10 a barrel and subsequently rose by $3. This means a $7 drop. The last time the prices dropped in October-November 2002, the consumer was denied the benefit. Will the Centre pass on the benefit to the consumers at least this time around?
