Telecommunications TRAI seeks views on level field for WLL, cell operators Our Bureau
New Delhi , Aug. 28 THE Telecom Regulatory Authority of India (TRAI) has set the ball rolling on the proposed level playing field for cellular and limited mobility (WLL) operators, by issuing a consultation paper on the measures that need to be implemented for achieving it. This follows the recent order by the Telecom Dispute Settlement Appellate Tribunal (TDSAT), which asked the Department of Telecommunications (DoT) to bring about a level playing field for both the sides, within four months. Subsequently DoT wrote to TRAI asking it to give its recommendation, after which steps will be taken to follow the TDSAT directive. As part of this process, TRAI has sought responses from all the stakeholders by September 15, after which it will finalise its recommendations. The main aspects that are sought to be dealt with relate to whether the WLL operators should be asked to pay additional entry fees, over and above what they had already paid for their basic service licences. The paper has also invited suggestions on whether additional spectrum fee should be chargeable beyond 5 MHz for WLL service; on relief to cellular operators with regard to Points of Interconnection with the basic operators; and on increasing the retention of 5 per cent access charges of cellular operators to a reasonable level.
