The Hindu Business Line : Kerala HC order on helmets comes to force

This is the fifth time that the helmet rules are being imposed in the State within a span of a decade. On many times, the High Court and the State Government had made the rules compulsory but they got diluted somewhere down the line. This time, the court has made it mandatory for pillion riders also.

Every person riding or driving a motorcycle of any class of description must, while in public place, wear a protective headgear of ISI standard. The defaulters are liable to be penalised, ruled the court.

As of now, the police authorities have not begun to fine violators and have let them off with a warning. According to police, Rs 100 would be imposed on riders and pillion riders who do not wear helmets.

There was a heavy rush for purchasing helmets on Thursday and most of the stores witnessed a brisk sale as the two-wheeler owners had made a last minute effort to purchase helmets.

The prices of most of the helmets are in the range of Rs 400-1,000. The Motor Vehicles Department had recognised 18 companies in India are being capable of manufacturing quality helmets.

Meanwhile, the Kerala State Auto Two Wheeler Association approached the court seeking review of the order on the ground that the Association had not been impleaded in the case while the court considering the petition on helmets. However, the court had posted the case for hearing after Onam vacation.
