Anti-dumping Dumping duty mooted on floatglass imports K.R. Srivats
New Delhi , Sept. 8 IMPORTS of clear as well as tinted varieties of floatglass (thickness 2 mm to 12 mm) from China and Indonesia may turn more expensive, with the Designated Authority in the Commerce Ministry recommending a definitive anti-dumping duty on imports of such varieties of floatglass from the two countries. The recommendation however does not cover reflective glass as well as processed glass meant for decorative, industrial or automotive purposes. A definitive anti-dumping duty, if imposed, usually lasts for five years. The All-India Flat Glass Manufacturers' Association (AIFGMA) had filed the petition seeking anti-dumping probe on imports of floatglass (thickness 2 mm to 12 mm) from China and Indonesia. Saint Gobain Glass India, Tamil Nadu and Floatglass India, Mumbai specifically agreed to participate in the investigation. Gujarat Guardian supported the petition. About 10,272 tonnes of floatglass (thickness 2 mm to 12 mm) were imported from China and Indonesia during 1999-00. The level of imports from these two countries during 2000-01 stood at 2,036.11 tonnes. As regards the period of investigation (April 1-December 31, 2001), the quantum of imports of floatglass from China and Indonesia stood at 4,406 tonnes. Industry sources said that the Designated Authority has recommended a definitive anti-dumping duty of $72.27 per tonne on floatglass imports from China. In the case of Indonesia, a definitive anti-dumping duty of $71.16 per tonne has been recommended on floatglass exported by PT Mulia Glass. On floatglass exported by PT Tensindo and PT Abdi Rakiyat, a definitive anti-dumping duty of $77.76 per tonne and $81.21 per tonne respectively has been recommended. On floatglass exported by all other exporters from Indonesia, a definitive anti-dumping duty of $81.21 per tonne has been recommended.
