Economy Kerala Planning Board to prepare vision document Our Bureau
Thiruvananthapuram , Sept. 19 THE State Planning Board will prepare a 20-year vision document delineating the specifics of the developmental agenda that the State should ideally be pursuing in the coming years. This was decided at a full meeting of the Board, chaired here by the Chief Minister, Mr A. K. Antony, on Wednesday, an official said. The Chief Minister was of the view that the State Government go it alone in preparing the vision document, rather than rope in the services of outside consultancies. However, the view of the assembled members was that a judicious resort to external financing, commissioned on a case-to-case basis alone, could ensure that the State's public utilities were kept afloat. The meeting felt the need for convening more frequent stocktaking sessions to assess emerging trends and other developments in vital sectors having a direct bearing on the economic interests of the State and also to determine the likely effects they would have on the overall developmental strategy of the State Government. The meeting assessed that the lack of adequate inter-departmental coordination, coupled with the tendency to fall into a state of drift, had been hampering the planning process for sometime. Resource constraints, a common denominator to all plan programmes launched by various Governments down the years, had further compounded the problem. Despite the best efforts of the present Government to set right this complexity, the system continued to display many of these tendencies, throwing a spanner into the works of the planning scheme of things. According to the spokesman, Wednesday's meeting subjected this issue to thorough deliberations and there was unanimity that these tendencies needed to be curtailed at the earliest possible opportunity.
