TN: `Apparel park yet to take off on lack of industry participation'

Chennai Sept. 28

THE apparel park, which was supposed to have come up near Chennai, has not taken off as yet because of the lack of participation from industry, according to Mr T.R. Srinivasan, Managing Director, State Industries Promotion Corporation of Tamil Nadu Ltd (SIPCOT).

Addressing a meeting of the Apparels and Handloom Exporters Association here on Saturday, he said that industry wants to sit outside the whole process while the Government wants the industry to be a partner at every stage of the park. He said that there seemed to be no consensus in the industry with individual members asking for something while the association was asking for another.

To ensure active participation by the industry, Mr Srinivasan said that a company has to be floated with SIPCOT and the industry holding a stake in it. This will enable the industry to actively participate in the management of the park and give constructive direction to the whole project.

The objections raised by an exporter were that they did not want to leave their established factories and come to the park. The park, the exporters said, did not have access to ports and labour. One exporter said that an incentive could be land given at a lower cost. The site for the proposed apparel park is Irungattukottai, near Sriperumabudur. SIPCOT is the nodal agency for implementing the scheme.

The State Government has given an assurance that there would be a 50 per cent duty concession, finance from Hudco would be at 10 per cent and 10.25 per cent to meet project cost including land and interest charges, supervision charges, during construction.

The Government would also provide training for workers from the neighbouring villages, common facilities required by the trade like internal road, water distribution and street lights.
