Inter-State gas pipelines under single co likely

THE draft policy on natural gas pipeline released here today has proposed that all inter-State pipelines will from now on be set up by a single company notified by the Government. For the period that the Government notifies the company, GAIL (India) would be given the responsibility.

It is expected that GAIL (India) itself would be notified as the Government-nominated agency once the marketing arm is separated is hived off and only the transporter arm remains.

The draft policy, which was released by the Petroleum Minister Mr Ram Naik, also proposes that a gas producer can sell gas within 100 km of the well-head to consumers directly.

However, those pipeline proposals that have already been approved, such as the Reliance Industries' proposed pipeline to evacuate gas from its gas fields in Krishna Godavari basin to North India, may be exempt from the policy.

The policy also seeks to set up a regulatory body that would among other things suggest the tariff for transporting gas through the pipelines. The regulator will only set a cap on the consumer tariff.

``All gas pipelines except captive transmission gas pipelines laid for exclusive use of a large consumer will be built on common carrier principle and their capacity will be expanded or an additional pipeline laid to meet the requirement of new players,'' Mr Naik told newspersons. Under the common carrier principle, pipelines are built based on the demand of the market players.

For the existing pipelines such as the Hazira-Bijapur-Jagdishpur (HBJ) trunk pipeline, GAIL (India), the owner need not review the supplier or the allocations to the existing consumers.

The policy seeks to set up a national advisory council consisting of stakeholders of the gas grid system. "The council will advise the Government on matters referred, and if required the regulator also," the policy states.
