IPR `IPR policy essential to encourage research' Our Bureau
Mangalore , Oct. 7 THE former Controller of Patent Office, Government of India, Dr N. Subbaram, has said that Indians must convert the implications of the intellectual property rights (IPRs) into opportunities. He was speaking at the national-level workshop on "Implications of intellectual property rights for medical and media professionals", organised by the Manipal Institute of Communications at Manipal in Udupi on Tuesday. He said that a policy on IPR is required to encourage research and development activities in the country. IPRs would help balance the rights of innovators with the necessities of humanity. He said amendment to the Patent Act is expected before 2004. Stressing the need for IPR cells in all organisations, he said an IPR Board and Dispute Settlement Mechanism should be set up. The Vice-Chancellor of Manipal Academy of Higher Education (MAHE), Prof H.S. Ballal, who inaugurated the workshop, said that scientists should follow "patent, publish, and prosper" policy than adopting the "publish or perish" policy. He said the Ministries of Industry, Commerce, and HRD, should either promote a research organisation on intellectual property under the leadership of an expert, or set up a Ministry on Intellectual Property.
