Special concessions

This is with reference to the editorial "Illusory concessions" (Business Line, November 10). The announcement by the Labour Minister, Mr Sahib Singh Verma, that the units in Special Economic Zones (SEZs) are exempted from the operation of Employees' Provident Funds and Miscellaneous Provisions Act, 1952 (EPF Act) has raised many doubts.

The EPF Act itself provides for `exemption' for any establishment that institutes Provident Fund schemes.
