Environment Early launch of special climate fund called for Our Bureau
New Delhi , Nov. 10 THE country has called for an early launch of the Special Climate Change Fund and the Fund for Least Developed Countries. Making it clear that no new commitments should be introduced for developing countries under the United Nations Framework Convention on Climate Change (UNFCCC), the Deputy Prime Minister, Mr L.K. Advani, said here that it was time to take stock of the progress made on these issues. The present equilibrium of commitments and differentiation has to be maintained between developed and developing countries in various aspects, with no new commitments to be introduced for developing countries, he said, inaugurating the `International technology bazaar and conferences on climate change' organised by the Government and the Confederation of Indian Industry (CII). "Since climate change is already under way, we need adaptation policies to complement mitigation policies. Efficient implementation of adaptation strategies can significantly reduce adverse impacts of climate change,'' he said. Further, he added, adaptation to climate change by developing countries would not be automatic. It entails considerable costs to them. The moot question is who pays for such costs. The Deputy Prime Minister said that the Government and the private sector have to work together in promoting development of cost-effective environmental technologies. The declining trend in Official Development Assistance from the developed to the developing countries is adversely affecting technology transfer in several situations, which needs to be addressed. Meanwhile, the Union Environment and Forests Minister, Mr T.R. Baalu, emphasised the need for capacity building in developing countries to augment adaptation capabilities. Poff. Klaus Topfer, Executive Director of UNEP (United Nations Environment Programme), Ms. Joke Waller-Hunter, Executive Secretary, UNFCCC, Dr Pradipto Ghosh, Secretary, Environment & Forests, Dr R.K. Pachauri, Director-General, TERI (The Energy and Resources Institute), also participated in the session.
