Unified licences issued to Reliance Info, Tata Tele — SC to take up cellular plea on Monday

The Department of Telecommunications has issued unified access service licences to Reliance Infocomm and Tata Teleservices.

The Government has mopped up around Rs 2,000 crore as `migration' fee from the private basic operators.

While Reliance Infocomm had already paid the entry fee of Rs 1,542 crore on Wednesday, Tata Teleservices paid Rs 545 crore and Shyam Telelink Rs 2.96 crore today to convert their basic licences to a unified licence in their circle of operation.

According to official sources, the Tata Group submitted its application along with `migration' fees of Rs 183 crore in the Tamil Nadu circle, Rs 171.83 crore in Karnataka circle, Rs 120.07 crore in Delhi circle and Rs 69.01 crore in the Gujarat circle.

The company, however, need not pay any amount for converting its basic licences in Andhra Pradesh and Maharashtra since it had already paid more than what the fourth cellular operators had paid in these circles. The company is also gearing up for a countrywide rollout of its services in the new licence regime, having already acquired Letter of Intent for basic licence in four circles, and also applied for seven new unified licences.

HFCL, which has filed an application for conversion of its basic licence, too does not have to pay any entry fee in Punjab circle. Shyam Telelink, on the other hand, submitted Rs 2.96 crore for converting its basic licence in Rajasthan to a unified licence.

Meanwhile, the Supreme Court has scheduled a hearing on Monday, on an interim application filed by the private cellular operators seeking a status quo on the granting of unified licences to the basic operators. The appeal was filed on Thursday that WLL services did not cover the latest development of unified licences.

The Supreme Court has already issued notice to the Telecom Regulatory Authority of India and the Department of Telecommunications on Cellular Operators Association of India's appeal against the order of the Telecom Disputes Settlement and Appellate Tribunal on the legality of WLL services.

The cellular operators stated that they wanted the Government to avoid issuing unified licences to fixed-line players until the matter was decided by the Supreme Court.

The Supreme Court would determine the contractual, constitutional, statutory, legal and other rights under their licences, they said.
