5 shortlisted for Mumbai offshore box terminal

THE Mumbai Port Trust has short-listed P&O Ports, Evergreen Marine Corp, CSX World Terminals Ltd, Dubai Ports Authority and Larsen & Toubro for building a Rs 1,000-crore off-shore container terminal having a capacity to handle 0.8 million twenty-foot equivalent units (TEUs) with two berths under phase I of the project.

Under phase II, the successful operator will add one more berth with a capacity of 0.4 million TEUs, taking the overall capacity to 1.2 million TEUs for the three berths.

The final draft of the concession and licence agreement, which was approved by the Board of Trustees, has been circulated to the short-listed bidders along with an invitation to submit their request for proposals by February 16, a Shipping Ministry official said.

As per the minimum guaranteed throughput clause, the private operator will have to handle 0.3 million TEUs in the first year of operation, rising steadily to reach the full capacity of 1.2 million TEUs after eight years.

In consultation with the bidders, the Port Trust has changed certain technical parameters of the project including raising the total capacity from the earlier planned 0.92 million TEUs to 1.2 million TEUs for the three berths.

As per the earlier plans, the first two berths had a capacity to handle 0.62 million TEUs and the additional berth another 0.3 million TEUs.

According to the draft concession agreement, the successful operator can engage his own labour since he is developing an altogether new infrastructure instead of taking over an existing facility.

"The off-shore container facility is an innovative method being tried out by the port trust to rev up traffic and stem the rot given the draft restrictions and huge manpower at the port," the official said.

The container berths, to be located 800 metres off-shore of the Indira Dock Harbour wall, will be connected to the shore by a single 1,270 metre long approach trestle starting from the junction of the Victoria and Prince's docks.
