Stamp scam

This is with reference to "Stamping out stamp scams" (Business Line, January 2). The article, no doubt, is interesting, but it avoids the fundamental question of the scam's genesis.

It is time that the Centre constituted a committee to look into the causes of the scam, and also identify the officers responsible for it. The fact is that the treasuries, under the direct control of the district administration, are the custodians of the stamp papers. It is time that the massive loss to the national revenues caused by the inept bureaucracy is quantified and acknowledged by the CAG.
