Commerce Ministry moots dumping duty on potassium carbonate

THE Designated Authority in the Commerce Ministry has recommended imposition of definitive anti-dumping duty on potassium carbonate from the European Union, China, Korea and Taiwan.

The product under probe pertains to a white, deliquescent inorganic compound, available in powder and granule form and is used primarily in manufacturing of television picture tubes, GLS lamp and Ophthalmic glasses. It is also used by the fertiliser industry, rubber industry, pesticide industry, drug and pharmaceuticals, dyes and potassium-based chemical industries.

In its final findings the Authority held that potassium carbonate originating in or exported from the EU, China and Taiwan and Korea have been exported to India below normal value, resulting in dumping and the Indian industry has suffered material injury from export of subject goods. Hence, it is deemed necessary to impose definitive anti-dumping duty on all imports of potassium carbonate originating in or exported from the EU, China, Korea and Taiwan, except for Taiwan Pulp & Paper Corporation, Taiwan in respect of whom a price undertaking has been accepted, the Authority noted.

Accordingly, the definitive anti-dumping duty in respect of all other producers/exporters of the subject goods from Taiwan would be $123.58 per tonne. In the case of Korea, the final anti-dumping duty would be $9.45 per tonne from the producer UNID Co Ltd exported through OCI Corporation but the same subject goods produced by the same unit but exported through Itochu of Japan would attract dumping levy of $11.03 per tonne. However, any other producer except UNID Co Ltd exports through OCI Corporation, Korea or Itochu of Japan would have to pay definitive anti-dumping duty of $123.86 per tonne.

In the case of China, the dumping levy would be $49.58 per tonne in the case of Jiande Dayang Chemical Manufacture Ltd and for other exporters from China it would be $90.03 per tonne. In the case of the EU, any exporter of potassium carbonate would have to fork out anti-dumping duty of $69.92 per tonne and the exporter Degauss of Germany the levy would be $17.18 per tonne.

The petition was filed by Gujarat Alkalies & Chemicals Ltd and the petitioner commands more than 70 per cent of Indian production and was backed by Standard Alkalies, another major producer of the subject goods.
