E-Governance ELCOT, Oracle tie up to promote e-governance Our Bureau

Chennai , Jan. 29 ELECTRONICS Corporation of Tamil Nadu (ELCOT) and Oracle India on Thursday signed a memorandum of understanding by which Oracle would partner the Tamil Nadu Government in its e-governance initiative. Asked to comment on the significance of the agreement, given Oracle's past involvement in executing projects for the State Government, Mr Vivek Harinarain, Secretary to the State Government and Chairman, ELCOT, said, "Oracle has a strong experience in designing and implementing projects in e-governance. With this agreement, our association with them would go deeper and we would benefit from best practice they bring from across the world." Mr Harinarain also said that the Government had initiated work on creating a Secretariat Knowledge System that would link up, initially, 10 departments. Simultaneously, the district offices would also be brought online. This is towards linking up the Secretariat and the district offices in the State. He said functions involving the likes of land records, revenue and financial would also be given priority in being computerised and networked. He said work the Tamil Nadu State Wide Area Network has begun. A tender for a consultant has been floated. After appointment, the consultant would be required to give in a detailed report within 60 days. This would be followed by floating a tender for actual work and by awarding of the contract. "In the fiscal year 04-05, we would see major activity on this front." He added that the government is also working on the electronic delivery of services, similar to the eSeva project in Andhra Pradesh. "We are working on the payment gateway for this. This year, Chennai Corporation would make available its services online. Over time, this would be replicated in other centres in the state."
