Power exchange `possible' within five years

THE setting up of a power exchange, acting as a B2B portal for buying and selling power, is becoming a distinct possibility, according to power sector sources.
With the Electricity Act 2003 imparting a momentum to such moves, setting up an online trading platform for power producers and users is seen as a clear possibility. Mr Rajiv Bharadwaj, Senior Vice-President (corporate development), Power Trading Corporation (PTC), saw such an exchange emerging within the next four to five years. However, he was unwilling to comment as to whether PTC saw this an emerging business area.
Two major functions of the power exchange would be to settle transactions and scheduling of the power flow through despatch instruction to the system operators.
Sources said that important prerequisites for setting up a power exchange would be the commissioning of a national load dispatch centre and a national grid for evacuating the power.
A communication grid, connected to the generation companies (gencos) and the distribution companies (discoms) besides the industrial consumers would also be needed. The connectivity is likely to be provided through leased lines, according to sources.
Mr T.N. Thakur, PTC's Chairman-cum-Managing Director, said that his company has been approached by many State electricity boards (SEBs) for formation of joint ventures, which would allow them to take up intra-State power trading.
He said that SEBs, which were hitherto carrying out this activity, will no longer be able to carry out this activity under the new Electricity Act. He declined to name the SEBs with whom PTC has begun talks.
