TRAI to set up special panel on CAS

AS part of the consultations on the implementation of the Conditional Access System (CAS), the Telecom Regulatory Authority of India (TRAI) has decided to set up a special committee comprising representatives of the four State Governments of Delhi, Maharashtra, West Bengal and Tamil Nadu - - where subscription of pay channels through CAS is mandatory - - and TRAI to work on various issues relating to cable television.
The committee will provide inputs to the authority to finalise regulations in this regard. TRAI will write to the Chief Secretaries of these States for nomination of most suitable officers as members of this committee.
The authority had mentioned in its interim recommendations on CAS that it would begin discussions with different groups of service providers, consumers, and policy makers. It held one round of meetings with officials of the State Governments.
Other issues that were discussed include problems faced by States in the implementation of CAS, extent of acceptance of CAS by subscribers, extent of competition in Cable TV services in the metros and issues relating to prices of pay channels vis-à-vis bouquet of channels.
