APERC notifies regulation

THE Andhra Pradesh Electricity Regulatory Commission (APERC) has notified the regulation specifying that it is the duty of the power distribution licensees in the State to supply electricity "on request". The regulation would come into force from June 5, 2004.

As per the regulation, the licensees would be under an obligation to supply electricity to any applicant within one month, where no extension of distribution main is required.

If it is necessary to extend the distribution main, the licensees could take up to 60 days for power supply at 11 KV, 90 days for supply at 33 KV, and 180 days in the case of extra high tension (EHT) supply.

If the electricity connection is not given within the specified periods, the APERC stated in a press release that the licensee is liable to pay penalty, which may extend up to Rs 1,000 for each day of default.

The regulation also allows the licensee to recover the cost of providing electric line for giving electricity supply to an individual applicant or a group of applicants in contiguous premises.

However, where such electric line or distribution transformer is covered under any scheme financed through institutional finance, the licensee is not entitled to recover any amount from the applicants.

"Such expenses are covered as part of the ARR (annual revenue requirement) through tariff," the APERC said.
