Dumping duty on titanium dioxide from China mooted

THE Designated Authority in the Commerce Ministry has recommended imposing definitive anti-dumping duty on titanium dioxide (anatase grade) from China. A definitive anti-dumping duty, unless reviewed, lasts for five years.

Titanium dioxide is an inorganic chemical and a pigment that is primarily used in the manufacture of paints, plastics, paper, ink and rubber products. It is produced from ilmenite, which is a mixture of titanium, ferrous iron and ferric iron.

In its final findings on the anti-dumping investigations on imports of titanium dioxide, the Authority concluded that titanium dioxide has been exported to India from China below its "normal value" and that the Indian industry had suffered "material injury." The Titanium Dioxide Manufacturers' Association had filed the petition seeking anti-dumping probe on the imports. The anti-dumping duty that has been recommended is equivalent to the difference between $1,277 per tonne and the "landed value" per tonne of imported titanium dioxide.
