TNRDC projects — Roadmap for Chennai's development

To ease congestion and improve the state of the city's roads, the Tamil Nadu Road Development Corporation, along with the State Government, plans to undertake five projects.

AS Chennai's reputation as a centre of excellence for information technology grows, congestion and the appalling state of the city's roads have come into sharp focus.

As part of the ongoing efforts to address the problem, the Tamil Nadu Road Development Corporation (TNRDC) along with the State Government plans to undertake five projects to bring in world-class roads. TNRDC is a 50:50 joint venture between Tamil Nadu Industrial Development Corporation Ltd (TIDCO) — a State Government undertaking — and Infrastructure Leasing & Financial Services Ltd (IL&FS)

Mr Rohit Modi, CEO, TNRDC, speaking at a seminar on "Destination Chennai", said that the Chennai Ennore Port Connectivity project would be submitted for environment clearance on April 7.

This project aims at improving the connectivity between Chennai and Ennore ports, the Ennore Expressway (6.8 km), improvement of the Tiruvottiyur-Ponneri-Panjetti road (9.8 km), Manali Oil Refinery Road (5.4 km) and northern part of the Inner Ring Road (8.1 km).

The project cost is estimated to be around Rs 150 crore. The scope of the project includes sea protection work, and rehabilitation and resettlement of families affected by the project, he said.

Mr Modi said that the National Highways Authority of India has appointed TNRDC as the Managing Associate and the project aims to decongest traffic in the northern part of the city.

Another project is the Chennai by-pass, a 20-km road between Irumbuliyur, near Tambaram, and Maduravoyal. There is a proposal for four-laning the existing stretch and to connect Maduravoyal with Puzhal in phase II.

The other ongoing projects are the Kathipara Junction improvement scheme and improving the Kathipara-Airport stretch of the national highway NH-45. Mr Modi said that an entry corridor to Chennai and a feasibility of entry and exit ramps to the Chennai airport complex is being examined.

Also planned are improvements to the airport Tambaram stretch of NH-45. The development of the Outer Ring Road in the Chennai Metropolitan Area is also being looked at.

The Old Mahabalipuram Road, now referred to as the IT Corridor, is the preferred location for IT companies to set up their operations.

The major initiatives along this road are the TIDEL park, which covers 12,00,000 square feet and the first phase of the new IT park (5,00,000 square feet).

Companies such as Wipro, Infosys, Tata Consultancy Services and Polaris have their development centres here as well as a number of engineering colleges and institutions, along with TIDCO Centre for Life Sciences and Apollo Hospital's tele-medicine facility.

In the first phase, the project stretches from Madhya Kailash Junction to Siruseri for a length of 20 km. The second phase, from Siruseri and Mahabalipuram, is to be taken up subsequently.

A detailed project report for improvement to the 25-km stretch between Siruseri and Mahabalipuram is also under preparation, he said.

All the roads will be landscaped and made cattle-free. Well-maintained landscaping conveys a sense of discipline and quality consciousness, Mr Modi said.

The central median will be landscaped throughout the corridor to prevent pedestrians from crossing and to avoid the glare from headlights of vehicles coming in the opposite direction.

The provision of rainwater harvesting will be an integral part of the project, he said.
