Power Consumer body unhappy with WBERC's new rules Our Bureau
Kolkata , April 9 THE All-Bengal Electricity Consumers Association (ABECA) has protested the draft electricity rule, code and regulation framed by the West Bengal Electricity Regulatory Commission (WBERC) recently. The ABECA General Secretary, Mr Sanjit Biswas, said that public hearings should have been held before framing these rules, which he felt paved the way for introducing uniform tariff. The WBERC has framed these rules as required by the Electricity Act 2003 to govern the operations of distribution licencees. It deals with matters such as recovery of electricity charges, disconnection of supply, besides setting benchmarks for operational efficiency. Addressing a press conference here, Mr Biswas said the electricity companies should produce in court appropriate evidence within 24 hours of disconnecting an electricity connection on allegations of theft. He felt that if theft of power attracts punishment then licencees should also be made to pay a penalty if they were unable to establish the theft. On the move by the utilities to collect three months bill amount equivalent as security deposit from consumers, Mr Biswas said while a separate hearing should be organised by the WBERC on this issue, in no case should the security exceed one and a half months bill.
