Fiscal imbalance

This is with reference to "Correct the federal fiscal imbalance" (Business Line, April 9).

The article is timely in two instances: On the one hand, it shows how despite the increasing role of the State governments, the Centre is usurping the powers of the States, and on the other hand, it is useful for appropriately framing the policies of the Twelfth Finance Commission.

Moreover, it is believed that, it is imperative for devolution of powers from the Centre to the State to occur, in the face of social democracy and globalisation.
