Flaws in MPLADS

The Member of Parliament Local Area Development Scheme (MPLADS) was started in December 1993 and during the past 10 years, about 15,650 crore has been allocated for the scheme. Contradictory to the principle that the legislators should ensure the accountability of the executive for the spending of money, the MPLADS allows the legislators themselves to spend money.

Lack of expertise on the part of the legislators to plan out important works or to work out the plans have resulted in total failure of the MPLADS. Importantly, the Comptroller and Auditor General of India has observed many flaws and pilferages in the implementation of the Scheme.

The irony is that the CAG has submitted his report to Parliament and the MPs are required to scrutinise their own omissions and commissions. This is against the very spirit and meaning of parliamentary system and, therefore, the MPLADS should be scrapped immediately.
