Focus on water harvesting in Kerala

THIRUVANANTHAPURAM: The State Government proposes to launch water harvesting as a popular programme before the monsoon, according to the Chief Minister, Mr A.K. Antony.

Briefing newspersons after a routine meeting of the Cabinet on Thursday, the Chief Minister said officials had been asked to submit a project for this the next the Cabinet met. The programme would be implemented with participation of Government bodies, voluntary organisations, media and others. Compensation to be paid to farmers for crop loss would cover all farmers coming within the purview of the Agrarian Relations Act, Mr Antony said. All farmers with holdings below the ceiling prescribed under the Land Reforms Act would be benefited.

According to him, the protest strike by leaders of the Indian farmers' Movement (Infam) in Kottayam over non-release of subsidy for export of rubber could at best be described as misconceived. The money was not released because there was an Election Commission directive that prevented the payout anytime before the elections were completed.
