MERC refers open access issue to expert body

THE Maharashtra Electricity Regulatory Commission (MERC) has decided to constitute an expert committee, under the Western Regional Electricity Board, on an application filed by Reliance Energy Ltd (REL). REL has sought open access on the transmission system of the Maharashtra State Electricity Board and Tata Power Co (TPC).

At the MERC hearing on Monday, MSEB has submitted that it did not have spare capacity on its 220 kV transmission system from Padghe and Kalwa to Mumbai and hence was not in a position to grant open access to REL.

Tata Power submitted that REL's request for grant of open access pertained to distribution system rather than transmission. After hearing the two utilities, MERC decided to refer the matter to an expert committee, which will have members from MSEB, TPC and REL. The three utilities have been directed to submit draft terms of reference for the expert committee within two weeks.
