`Vigilance won't block decision-making in PSEs'

VIGILANCE would not come in the way of fast commercial decision making if the reasons and circumstances of the decision are recorded and put into the perspective.

This was stated by Mr S. Gopal, Additional Secretary, Central Vigilance Commission (CVC), while delivering the keynote address at a two-day interactive programme on `Preventive vigilance and disciplinary proceedings' organised by the Standing Conference of Public Enterprises (SCOPE) here on Friday.

Mr Gopal said that employees are afraid of Vigilance because of lack of awareness about the rules and regulations of the organisation and should be updated and circulated periodically among the employees.

The commission has constituted a committee to review the working of Vigilance administration in PSEs to strengthen the vigilance system.

During the interactions with the committee, he said, it was found that vigilance is treated as an isolated function in many organisations while it is a management function.

He advised the participants to improve and update the systems and procedures to ensure transparency and objectivity.
