ADB team in Kerala to review MGP progress

A TWO-MEMBER team of the Asian Development Bank (ADB) arrived here for a mid-term appraisal of the Modernising Government Programme and fiscal reforms, which the multilateral lender is sponsoring in the State.
The appraisal is significant, since the Manila-headquartered bank would finalise its plan of action for the release of the second tranche of loan to the State, based on the feedback to be provided by the visiting team.
The second tranche amounting to Rs 600 crore has already been delayed by more than seven months.
The ADB team comprises Ms Asha Newsum, Principal Governance Specialist, and Mr Bruno Carrasco, Principal Financial Economist, attached to the Governance, Finance and Trade Division of the ADB for South Asia. The team is expected to look into the preparations for implementation of the programme and reforms.
Earlier, a group of activists belonging to the Democratic Youth Federation of India (DYFI) and the All India Youth Front (AIYF) had created a ruckus by barging into the Institute for Management in Government (IMG) conference hall where the visiting ADB delegation was holding consultations with State Government officials.
The police cordon was breached and the mob had to be chased down to the doorway leading to the conference hall, where black flags were waved to protest against the ADB package.
The police later arrested 33 youths, belonging to DYFI and AIYF.
