Energy-water nexus: `Policy issues must'

ELECTRICITY may be the key determinant of economic growth but in some respects it threatens the very livelihood options in the rural areas, according to speakers at a seminar on `Energy - water nexus: Policy issues in governance' organised by International Water Management Institute (IWMI) at the International Crops Research Institute for Semi-Arid Tropics here on Friday.

Participants at the one-day seminar pointed out that electricity access had strengthened economic opportunities in rural areas. However, lack of appropriate energy policies have not only indirectly contributed to overexploitation of groundwater but also resulted in economic inefficiency of power utilities, playing havoc with the energy economy of the country and viability of energy sector.

They emphasised that the current policies and implementation of programmes in the energy and water sectors had led to crisis in both. The overexploitation of groundwater was aided by energy policies and perverse incentives created by energy subsidies. In this context, the seminar deliberated on policy issues related to co-management options to address the `energy-water nexus'. The participants felt that opportunities were there to co-manage water and energy nexus, whereby positive outcomes in each sector would strengthen the other. Utilisation of such opportunities, however, required policy changes and support at various levels, particularly at the community level.
