THE CARD Project of the Andhra Pradesh Government was adjudged the best e-governance project at the CSI-Nihilent e-Governance Awards 2003-04 held at Pune. The Voice Project (Vijayawada Municipal Corporation) was the first runner-up in the same category.

The Ekal Sewa Kendra (Haryana) finished as the second runner-up. The Maharashtra Government was adjudged the `Best e-Governed State (Advanced)', while the Haryana Government bagged the honour of being the `Best e-Governed State (Young)'. CDAC was declared the `Best Technical Company in e-Governance'.

Under the CARD Project, which was implemented in 1998, all offices registering stamps have been computerised. Old data right from 1983 were fed into the computers to facilitate issue of the encumbrance certificate of the last 20 years.

The Vijayawada Municipal Corporation has entered into an understanding with the local Siti Cable and the data available on the Web site is available even on television.

The projects were adjudged on the basis of different criteria including criticality of usage, improvement in consumer service, impact on quality and productivity, impact on society, strategic advantage, benefits, return on investment and benefit to the user.

The panel of judges at the awards included Mr R. Chandrashekhar, Joint Secretary, DIT, MC&IT, Dr N. Vijayaditya, Director-General, NIC, MC&IT, Dr R.K. Arora, Group Coordinator & Senior Director DIT, MC&IT, Mr Anand Pathak, President CSI, Mr L.C. Singh, President and CEO Nihilent Technologies and Prof. Ramarao, IIM Ahmedabad.

The awards, which have become the symbol of excellence in the field of e-governance in India, had attracted as many as 70 entries in the various categories.

The CSI and Nihilent had constituted the annual CSI Nihilent e-governance awards in the year 2000 for exemplary e-governance projects.

The awards have been instituted with a view to create awareness for e-governance, share and replicate the successes in e-governance initiatives of various State Governments.
