Environment Ministry to simplify regulatory norms

THE Government has adopted various steps to simplify and process the regulatory approvals for sectors like the environmental and forestry clearance, coastal zone regulations and Genetic Engineering Approval Committee in a "time-bound" manner.

The Ministry of Environment and Forests will set up a standing timetable of meetings of regulator/experts committees.

The Government has also worked out a time-frame for the consideration of applications. Additionally, the committees have been asked to seek information from the applicants with complete transparency.

The applicant canpresent the proposal in person and the committees must give reasons to the applicant in case of rejection.

``The list of applications to be considered will be available on the Ministry's Web site at least 15 days prior to the scheduled meeting,'' said an official press release.

All final decisions of the committees will be put up on the Web site after the minutes are finalised within five working days.

The Government has decided that the Ministry and the committee will not hold up consideration of applicants till other regulators have given clearance.

In case, the award of one another regulator is materially relevant, the final decision may caveat the requirement of the award by the other regulator, before the committee's decision can be acted upon.

On each occasion an application is before the regulator/experts committee, the applicant can be asked to present the proposal and respond to queries in person.
