Chief Ministers' conclave to focus on Panchayati Raj

New Delhi , June 26

THE Centre will ensure that funds allocated under poverty alleviation and rural development schemes are not diverted or delayed, the Panchayati Raj Minister, Mr Mani Shankar Aiyar, said today.

The Government has invited the Chief Ministers and Rural Development or Panchayati Raj Ministers of different States for a two-day conference starting June 29, Mr Aiyar said here on Saturday.

"The conference would affirm the United Progressive Alliance Government's commitment to panchayati raj institutions and request State Governments to integrate economic reforms with institutional reforms in the countryside to realise Gandhiji's dream of poorna swaraj through gram swaraj (complete independence through village independence)," Mr Aiyar said. Stating that Panchayati Raj institutions were yet to evolve into effective self-governance entities despite the constitutional status granted through the 73rd amendment, the Minister said that devolution of powers and funds to these institutions was necessary for economic development.

"There is much that remains to be done to fulfil the constitutional obligation to prepare local area plans for economic development and social justice at all three tiers of the panchayati raj system and to consolidate these plans with those of the municipalities at the level of the district planning committee," Mr Aiyar said.

The UPA Government had created a separate Panchayati Raj Ministry in recognition of the need to make local self-government bodies institutions of self-governance so that people in rural areas become captains of their own destiny by planning and implementing economic development and social justice programmes in accordance with their own needs and aspirations, the Minister added.
