Failure to renew membership — Notices being sent to Tirupur, Coimbatore societies

THE Registrar of Societies is issuing cancellation notice under Section 44(3) of the Tamil Nadu Societies Act, 1975, to more than 5,000 societies in the Coimbatore and Tirupur registration districts for not renewing their membership.

According to sources, close to 50,000 societies will be struck throughout the State.

Given the number of notices that the department has to serve to intimate the societies about their non-compliance with renewal formalities, the Secretary of the Coimbatore Consumer Cause, Mr K. Kathirmathiyon told Business Line that the issue was not about the number of societies going defunct, but about the time and money that the department has to spend to despatch such notification.

The department has commenced the despatch work. The cancellation notice is being sent by registered post.

Department sources said that in a number of cases, the notices were returned with a note stating `addressee not found'. Besides the postage cost, the names of the societies whose membership stood cancelled would have to be published in the gazette and the records have to be updated.

"It is not easy to complete the task with the existing staff in the department, as the process is time consuming and cumbersome," department sources say.

The department has to expend a couple of lakhs for completing the process, even if the postage expense works out to Rs 25 per cover (notice).

According to the Tamil Nadu Societies Registration Act, all registered organisations in the State must renew their membership every year for a fee.

"Most of the societies are registered, but fail to renew. After a lapse of three or four years, some of these societies apply afresh. Condonation is permitted in the event of a lapse in renewal, but the process is cumbersome and time consuming. The Government could delegate the power to the District Registrar and simplify the condonation procedure, but a penalty could be imposed to make the society understand the implication,' the Coimbatore Consumer Cause Secretary suggested.
