Imaginative Budget

The Budget 2004-2005 presented by the Finance Minister, Mr P. Chidambaram, is praiseworthy. There is a definite shift in focus and the much needed emphasis extended to the development of rural sector and infrastructure are welcome.

The stress on primary education, improved insurance coverage, tax exemption for the lower middle class, welfare of pensioners and senior citizens clearly indicates the concern of the government for the common man.

The Budget is imaginative in the sense that it envisages increased investment, growth and employment in the rural sector. The highlight of the Budget is, perhaps, the introduction of the turnover tax, that is, the share transaction tax that brings in additional revenue without having inflationary impact and administrative hassles for collection.
