Budget leakage

This is with reference to "Budget: Let down by leakages" (Business Line, July 22). The author has pointed out that the larger the number of schemes, the greater the leakages.

Under the circumstances, whether the education cess could achieve its aim is a major concern. Consequently the question also arises whether this is necessary?

Should not the leakages be plugged before announcing this and other social sector schemes? This is something like chicken and egg question. Because the system is not good, should one wait till it is made foolproof?

Perhaps, the best way may be to take action to repair and build up the structure with innovative methods While simultaneously going ahead with implementing new schemes, but in a careful and responsible manner.

The question is not whether India can implement the new schemes, but whether the politicians have the resolve to make them successful.
