Implementing recommendations

This is with reference to "Kelkar Panel favours lower, fewer tax rates" (Business Line, July 24). The Kelkar's Report on implementation of the "Fiscal Responsibility and Budget Management Act, 2003" will go a long way in fiscal consolidation in India. Though the Finance Minister, Mr P. Chidambaram, introduced an education cess of 2 per cent and also extended the taxes on services, the recommendations of Kelkar to introduce new taxes on goods and services (taxable both by the Centre and the States) will certainly widen the tax-base more. The Centre should muster the necessary political will to implement these recommendations.
