E-Governance Tamil Nadu to set up e-governance directorate Our Bureau
Chennai , July 26 THE Tamil Nadu Government will set up an e-Governance directorate to expedite use of information technology tools in interacting with public and for service delivery. An e-Governance policy is also in the pipeline. Replying to the debate on the demand for grants to his department, the Information Technology and Electricity Minister, Mr D. Jayakumar, said in the Assembly on Monday that the directorate would work out an integrated e-Governance picture and strategy for Tamil Nadu and source funds from the Centre and State for projects. Many Government processes are going electronic. For instance, electronic tendering makes the process completely transparent and helps save on costs. The system has to address confidentiality, integrity, audit and stability. The Government will take up a study on the e-tendering process as part of procurement process re-engineering, he said. The Government will study the Web site creation and Web server connectivity requirements, he said. Mr Jayakumar said that e-Governance mechanisms could help the Government improve citizen services and enable petitioners file their applications online. There is a need to strengthen public grievance redress and improve functioning of taluk and block offices to speed up services. It has allotted Rs 20 lakh to supplement the infrastructure on a pilot basis in one district. A joint venture between the Bharathiyar University and the Electronics Corporation of Tamil Nadu, BU-ELCOT City, will promote private and public sector research and development in Coimbatore. The Government has made a token provision of Rs 10 lakh for infrastructure of BU-ELCOT City, he said. Tamil Nadu will develop four generic software - paperless office pilot study, electronic delivery of services, development of government portal and integrated district information system. The Government has also decided to create a database of its nine-lakh employees in bilingual format, he said.
